<p>St. Paul is piling on the incentives to get first-time homebuyers to purchase property in the city.</p>
<p>Later this month, St. Paul and Minneapolis officials will unveil a program that provides $8 million worth of federal tax credits to qualified first-time homebuyers who purchase homes in either city.</p>
<p>On Wednesday, St. Paul's Housing and Redevelopment Authority voted to sweeten the deal for some of those tax credit recipients who buy in St. Paul and also happen to be "heroes" &mdash; veterans, members of the U.S. armed forces, firefighters, emergency medical technicians, paramedics, health care workers and certain public sector employees.</p>
<p>Those borrowers could receive loans of up to $15,000 for down-payment assistance, closing costs or reducing the principal amount owed on a mortgage.</p>
<p>"It's (for) that everyday hero &mdash; it's that teacher, it's that firefighter," said Council Member Lee Helgen during Wednesday's meeting of the HRA. "Somebody who's going to care about the community."</p>
<p>The federal program, called Take Credit, is meant to help up to 130 first-time homebuyers in St. Paul who meet certain limits on income and the price of the home being purchased. The city will spend an additional $500,000 to provide loans to about 33 people in the heroes program, which the HRA unanimously approved Wednesday.</p>
<p>Both efforts come at a time when the federal government is offering tax credits of up to $8,000 for first-time homebuyers who purchase a home before Dec. 1. Those credits are an attempt to jump-start the ailing housing market by giving incentives to potential buyers who don't have to worry about simultaneously selling a home.</p>
<p>While homebuyers would use the federal government's tax credit within the first year or two, the city's program provides credits against federal taxes for the life of the mortgage. The program lets first-time homebuyers take 20 percent of their mortgage-interest payment in a year as a credit against their total tax, rather than as a deduction against taxable income.</p>
<p>That way, the credit gives homeowners a "dollar-for-dollar" reduction in taxes owed for the year, city officials say.</p>
<p>First-time homebuyers in the city program would pay a one-time participation fee of $575, which pays for administrative and lender costs as well as processing fees. But city officials say that a taxpayer with a $175,000 mortgage, for example, would more than recover the $575 by way of the tax credit within the first year.</p>
<p>Loans provided in the heroes program would carry a 0 percent interest rate, and periodic payments on the loan would not be required. Instead, repayment would come when the house is sold or if the homeowner no longer uses the home as his or her primary residence.</p>
<p>Loans would be forgiven completely for borrowers who reside in homes as their primary residence for longer than 10 years.</p>
<p>"Neither one of the programs will be available until later this month," said Natalie Fedie, a city spokeswoman. The city still is working to determine which mortgage lenders will help implement the programs.</p>

<p><strong><span style="font-size: 11pt;"><span style="font-family: Times New Roman;">How does a tax credit work?</span></span></strong><span style="font-size: 11pt;"><br /><span style="font-family: Times New Roman;">A tax credit is a special provision that reduces income tax liability on a dollar for dollar basis. When filing a tax return, you must include income items, deduction items and the number of exemptions, among other things, to figure your total tax liability. If your total tax liability ends up being $7,500, and you qualify for the full $7,500 tax credit, this credit would be applied and would wipe out all of the tax due. If your employer had already deducted the $7,500 from your pay checks throughout the year, you would receive a tax refund of $7,500. </span></span></p>
<p><strong><span style="font-size: 11pt;"><span style="font-family: Times New Roman;">Does the credit have to be repaid?</span></span></strong><span style="font-size: 12pt; font-family: Times New Roman;"> <br />Yes, the credit does have to be repaid, so it is really more like an interest free loan. Homebuyers will be required to repay the credit to the government, without interest, over 15 years or when they sell the house, if there is sufficient capital gain from the sale. For example, a homebuyer claiming a $7,500 credit would repay the credit at $500 per year. The home owner does not have to begin making repayments on the credit until two years after the credit is claimed. So if the tax credit is claimed on the 2008 tax return, a $500 payment is not due until the 2010 tax return is filed. If the home owner sold the home, then the remaining credit amount would be due from the profit on the home sale. If there was insufficient profit, then the remaining credit payback would be forgiven.</span></p>

<p class="PageContent">&quot;The stakes are incredibly high. Home ownership is the primary vehicle through which American families build financial security. It also is an essential building block of state and <a href="http://realtytimes.com/rtpages/20071109_foreclosureundercut.htm" target="_blank"><font color="#2d4973">local economies</font></a>,&quot; according to Pew managing directors Susan Urahn and Shelley Hearne. </p>
<p class="PageContent">Their timing is impeccable. One in 33 current U.S. homeowners may be headed toward foreclosure in the coming years because of subprime loans, and in some states the crisis is more acute. In Arizona, one in every 18 homeowners could lose their home. In Nevada, the ratio is one in 11, according to the report. </p>
<p class="PageContent">The report charts some assertive, even experimental state efforts to mitigate financial harm to homeowners, lenders, <a href="http://deadlinenewsroom.blogspot.com/2007/12/burning-down-house.html" target="_blank"><font color="#2d4973">local communities</font></a> and state budgets. </p>

    <li>To help borrowers avoid foreclosure and keep their homes, 20 states (including California, Colorado, New York and Nevada) have launched formal foreclosure intervention or prevention initiatives.

    <li>Sixteen states (along with those above, including, Indiana, Maryland, Massachusetts, Michigan, New Jersey, Ohio and Pennsylvania) have enacted both high-cost lending and foreclosure intervention laws.
    <p>&nbsp;</p>
    </li>
    <li>Thirteen states (among them Arizona, Illinois, Indiana, Iowa and Minnesota) have created counseling hotlines to help the foreclosure-at-risk, and several states are encouraging (too often reluctant) lenders to work with borrowers to find alternatives to foreclosure.

    </li>
    <li>Nine states (including Delaware, Maryland, Michigan and Ohio) have established loan funds that can be used to refinance borrowers who have loans they cannot afford or to provide short-term loans to help borrowers overcome financial difficulties.

    <li>To protect vulnerable borrowers from unscrupulous real estate investors, nine states have created laws regulating firms that claim to &quot;rescue&quot; borrowers from default. Since the downturn, rescue operations have preyed upon vulnerable home owners.

    <li>And in an effort to prevent problematic loans from being made in the first place, 31 states (among them, Arkansas, Georgia, Kentucky, Oklahoma, Texas and Utah ) have implemented laws that address predatory lending. </li>

<p>The report also explains the foreclosure process and lists home owners options when they default (become more than 30 days late on a payment) on their mortgage. </p>

    <li>Bring the account current by paying the past due balance on their loan, including late charges and other fees assessed by the lender.
    <p>&nbsp;</p>
    </li>
    <li>Renegotiate the terms of their loan with the lender.
    <p>&nbsp;</p>
    </li>
    <li>Pay off their loan by refinancing the loan with another lender.
    <p>&nbsp;</p>
    </li>
    <li>Sell the property to pay off the current loan, if the home is worth more than the mortgage. Or if the property is not worth the mortgage balance, engage a &quot;short sale&quot; where the lender forgives a portion of the debt provided a seller is available to buy the home.
    <p>&nbsp;</p>
    </li>
    <li>Voluntarily convey the property back to the lender through a deed&ndash;in-lieu of foreclosure. </li>
</ul>
<p>The report also lists a host of relief efforts, some on the state level, some not, some well known, some not so well known, including: </p>

    <li><a href="http://www.995hope.org/" target="_blank"><font color="#2d4973">Homeownership Preservation Foundation</font></a> creates partnerships to help families overcome obstacles that could cause foreclosure. </li>
    <li><a href="http://www.consumerlaw.org/" target="_blank"><font color="#2d4973">National Consumer Law Center</font></a> uses consumer law to promote marketplace justice for vulnerable home owners and families. </li>
    <li><a href="http://www.mnhousing.gov/" target="_blank"><font color="#2d4973">Minnesota's Foreclosure Prevention Assistance Program</font></a> provides eligible state home owners with counseling and financial assistance. </li>
</ul>

Nearly one in three sales falls into the &lsquo;lender mediated&rsquo; category (LM). Historically LM sales account for three to four percent of all sales. The Q3 report released by the Minneapolis Area Association of Realtors again points to a tale of two markets, lender mediated and traditional re-sale homes. The number of lender mediated properties for sale continues to grow significantly, while traditional sellers hold back in response to a slower market. </div>
<div style="MARGIN: 0in 0in 0pt">&nbsp;</div>
<div style="MARGIN: 0in 0in 0pt">Historically, the seasonal change in our market narrows the gap between supply and demand. Many traditional sellers take their homes off the market until after the holiday season or will wait until the Spring market. In my opinion November through February are some of the best months for sellers with less competition and serious buyers in the marketplace.</div>

<div style="MARGIN: 0in 0in 0pt">According to the report, there is a direct relationship between price range and LM activity. The lower the price, the more common foreclosures and short sales become. The increased volume of LM properties is dragging down the overall median price skewing the true picture of each segment. Traditional properties are experiencing softer declines in median sale price, primarily due to increase supply and price competition from the LM homes. Many top agents will characterize the market as a &lsquo;price war and a beauty contest.&rsquo; LM properties values have declined because they can only compete on price due to their distressed condition. Traditional sellers can improve their odds by selling in premium condition. In today&rsquo;s market conditions, price and condition are key to selling in a reasonable timeframe and for top dollar.</div>

But a closer look shows we're more accurately a state of extremes &mdash; sort of like our winters.<o:p></o:p></font></font></p>

Aggressive seller pricing and steadily improving buying opportunities continue to be the hallmarks of the 2008 Twin Cities housing market so far, according to the Minneapolis Area Association of REALTORS&reg; (MAAR) based on data from the Regional Multiple Listing Service of Minnesota, Inc.</span></div>
<div style="MARGIN-BOTTOM: 14pt; LINE-HEIGHT: 14pt"><span style="COLOR: #333333; language: EN">The number of homes for sale continues to post record levels despite a drop-off in new listing supply.&nbsp;Fewer new listings into the spring market should help bring the market back to balance.&nbsp;A 6 month supply of homes on the market is viewed as a balanced market. At the end of February, there were 29,842 homes for sale in the Twin Cities metro area. This equates to 8.72 homes for each buyer expected during the upcoming month.</span></div>
<div style="MARGIN-BOTTOM: 14pt; LINE-HEIGHT: 14pt"><span style="COLOR: #333333; language: EN">Historically, the spring market always brings an increase in what sellers receive relative to their original asking price this will continue into summer months as buyer activity improves. With builders, banks and traditional home sellers facing a challenging environment, serious sellers&nbsp;have priced their product to move.&nbsp;The decline in median sales price is just as much a function of what kinds of properties are being sold as it is a slashing of listing prices. According to MAAR's February Housing Supply Outlook, there recently has been a large increase in the sales of properties priced under $150,000, which does have the effect of skewing the overall median sales price downward.</span></div>
<div style="MARGIN-BOTTOM: 14pt; LINE-HEIGHT: 14pt"><span style="COLOR: #333333; language: EN">The foreclosure sales will help decrease the inventory but will limit the number of homeowners wanting to sell their starter home and move-up to something bigger and better. Many of the lower quartile homes selling stop the ripple effect of move-up buyers. Lower down payment loan options in the move-up market fueled the robust years from 2001 to 2005. Uncertainties in the lending industry have kept sales in check despite extremely attractive buying environment.&nbsp;However, the recent FHA loan limit increase should have a positive effect on buyers searching for secure financing.&quot;</span></div>
